The Base Game Is Free — The New Race Isn’t
An active WoW subscription or Game Time is all you need to play Forever itself at launch. The Skyborne Elves and their dedicated starting zone, Zephras Isle, are a separate, paid upgrade — not included with a standard subscription at all.
If beta access is your only goal, the $29.99 Heroic Pack won’t get you there — you need at least the $59.99 Epic Pack. Buying Heroic specifically to play beta on September 17 will leave you locked out.

Decide what you actually want before you buy. If you only care about playing WoW Forver and don’t need the Skyborne specifically, your existing subscription already covers that.
